Our client Scottish Power Renewables are seeking a Project Manager (land) for a minimum 12 month contract role. This can be based either London, Glasgow, Lowestoft as the base location with visits required to the other sites as and when required.
Main Purpose of the Job
You will have a key role within the Offshore Development Team working for the Senior Project Manager in the development and delivery of the East Anglia Two project.
The role will involve the management and co-ordination of land related workstreams associated with the completion of all necessary agreements for exercise of Options to Purchase and Deeds of Grant to support cable installation and substation installation. The role may also include management of workstreams to obtain additional rights, for example, licences and support to the Project teams to ensure all works are carried out in accordance with the obligations in the land agreements. The role may also include management of Compulsory Acquisition processes. The role will be supported by an external land agent team and internal corporate Land and Estates team.
Key Tasks
• Work with internal stakeholders and agents to ensure access to land available for surveys either through serving of notices under voluntary agreement or compulsory powers
• Oversee the completion of negotiated Option agreements with private landowners, supported by internal stakeholders and agents
• Oversee the conclusion of any 3rd party agreements with tenants supported by internal stakeholders and agents
• Manage land agreement related GIS images and inputs for onshore cable route
• Assist in the preparation of consent/licence applications
• To provide land specific project management support to onshore development projects and including OFTO package lead, consent compliance team and wider development teams:
• Provide point of contact for landowners and land agents requiring information about the project and onshore construction works particularly
• Provide interface between contractors and landowners to deal with any reinstatement works, development survey works, pre-construction works etc.
• With the support of internal stakeholders and agents, provide appropriate information regarding land agreements to the execution team and then to OFTO divestment team as appropriate.
• Actively maintain excellent relationships with landowners, agents, consultancy specialists, contractors, and statutory bodies
• Manage external land agent(s) in the settlement of claims or other related losses (i.e., Crop Loss)
• With the support of the Land and Estates team, manage onsite land agent support/ agricultural liaison officers
• Agreement, management and forecasting of necessary budgets.
• Production of work scopes and specifications for delivery at all stages of a project as necessary and manage the completion of these on time and on budget.
• Input to all commercial agreements and contracts to ensure project risks are mitigated.
• Ensure high levels of quality control.
• Ensure that the projects maintain high levels of health and safety standards.
• Feed in to risk register (and associated contractual material) and disseminate accordingly
• Attend kick off meetings, site investigation meetings etc to ensure contractors and project staff are aware of obligations within consents, landowner agreements or other relevant permissions as required by the specific role.
• Attend project meetings and complete monthly reporting as required
• Liaison and coordination with Stakeholder Manager, Environment Manager, Consent Compliance Manager. engineering packages, consultants and contractors delivering the design, survey, consenting, construction, and operation of the project.
• Liaison with Corporate support functions related to land matters – including but not limited to Land and Estates and Legal teams.
Key Criteria
• Essential
• Relevant experience in Project management and Land Management to support the development of major infrastructure projects in the UK
• Relevant onshore and/or offshore development experience within a multi-disciplinary project environment.
• Relevant experience in development of offshore windfarms, onshore and offshore grid connection works.
• Degree or equivalent experience in the field of major infrastructure development. Degree in a land related discipline would be an advantage
• Ability to translate technical detail into commercial impact.
• Strong planning and analysis skills with the ability to look forward and anticipate problems and thereafter plan and implement mitigating solutions.
• Excellent interpersonal skills.
• Excellent personal organisation and time management skills.
• High degree of self-motivation with a flexible approach to work.
• Ability to work under pressure and to tight deadlines.
• IT literate with the ability to operate MS Office systems and other IT based project management software.
• Full driving licence required
• Flexible to travel around the various UK wide locations where projects are being developed.
