Job Description:
This role will give you the chance to play a key role on ground-breaking and high-profile defence projects with values in the hundreds of millions. You will be part of an industry-leading team, working with our client’s and other major defence stakeholders and Primes.
Purpose of the position:
The Trade Control Manager is accountable for developing, documenting and controlling the framework within which the company operates to meet its compliance requirements within the areas of export and trade control. This includes the development of policy and process to drive compliance with UK, EU and U.S. export control laws and regulations applicable to our engineering businesses operating in the aerospace, naval and land systems defence sectors. The role includes leadership of all trade control related activity within the company businesses in the UK and liaison with the company businesses established outside the UK. It requires a Subject Matter Expert (SME) level of understanding of the export control restrictions applicable in the UK and a degree of understanding of similar restrictions applicable in Canada, United States, France, the Netherlands and other countries with whom we trade.
Responsibilities:
• Developing and maintaining the Group Trade Control policies
• Developing and maintaining an efficient export control compliance programme that addresses adequately the obligations placed upon the company while enabling the company to achieve its targeted results
• Providing SME advice, support and coaching to Business Lines and functions across the business from Corporate Governance, Security, Human Resources, Commercial, Procurement & Supply Chain to Shipping, QA and IT Departments
• Leading efforts to ensure that business systems and processes are developed and maintained to include compliance with regulations that control exports & transfers of, and access to, controlled goods and technical data
• Leading the Company’s trade control compliance activity, keeping the company compliant and safe
• Proactively monitoring companywide activity to identify and mitigate compliance risks
• Directing efforts to obtain the required UK and U.S. export and trade control licences for the UK businesses, including engagement with key overseas suppliers to support them obtaining their licences and authorisations to support the company
• Keeping up to date with market and governmental trends to ensure company export control procedures and policies are aligned with all applicable regulatory requirements and offer the maximum benefit and protection to the company
Tasks:
• Directing and providing export and trade control support to day-to-day operations, bids, project delivery, and purchasing
• Developing a programme of internal audits
• Leading and driving compliance investigations
• Managing UK government compliance audits and reporting
• Analyse and summarise the licensing and regulatory compliance implications for complex business scenarios, involving multiple jurisdictions, and provide evidence-based explanations and guidance to all levels of the business, including Executives and Business Line Directors
• Creating strong relationships with trade control bodies, relevant customers and suppliers and internal departments and Business Lines
• Developing and providing specialist advice, training and professional services to company staff
• Leading the development of training materials
• Identify, mitigate and communicate export and trade control risks to Senior Management and Executive Board
• Lead and motivate the Trade Control Team, partner with Business Lines to understand and support their objectives.

Technical Competencies:
• Detailed knowledge of UK, US and EU export control regulations applicable to military and dual use items
• An understanding of the ‘order of review’ and its application in export classification assessment of goods and related technical data against the UK Export Control Orders, ‘EU Retained’ and related legislation, and the U.S. ITAR and EAR regulations.
• An understanding of the UK DBT/ECJU export licence regime and UK HMRC/UKBF Customs procedures relating to export and import of restricted goods
Experience:
• Degree or equivalent relevant qualification preferred
• Active knowledge and experience of the latest thinking and approaches to Trade Controls in large cross-functional organisations
• Demonstrable ability to lead, manage and inspire a team of SME professionals to deliver best practice Trade Control support and governance across the businesses.
• Experience in a senior hands-on trade control practitioner role
• Strong stakeholder engagement, management and governance experience
• Direct experience of successfully working with UK, EU and US trade control regimes, including ITAR and EAR
• Recent and current knowledge of changes or amendments to trade control regimes that may influence the activities undertaken by the company
• In depth understanding of Export regulatory developments and experience of communicating this effectively to senior personnel
