Quantity Surveyor x2

Our client Scottish Power Transmissions are currently recruiting for Quantity Surveyors to join their team based in Cambuslang on a contract basis initially. Ideally for this role they are looking for an experienced Quantity Surveyor with a relevant background. For more information on this role see below:

Job Purpose Statement

Manage a team of Quantity Surveyors in the commercial delivery of SPT’s business project portfolio of transmission network engineering and construction projects, ensuring all risks are identified and mitigated.

Accountability Statements

• Supervision responsibility of a team of Quantity Surveyors including apprentice Quantity Surveyors.
• Support the Commercial & Tendering Manager, by undertaking Performance Management of the QS team.
• Carry out and support monthly project reviews with QS Team. Attend reviews with Commercial & Tendering Manager.
• Assess monthly contractor measures by interfacing with various team members and agree a financial sum for works completed.
• Lead commercial meetings with contractors to agree costs and mitigate the impact of changes to the contract sum.
• Record all contractual and commercial information associated with the project(s) within project files and commercial databases or other systems applicable.
• Monitor and implement all contractual obligations with respect to notifications, payments, and responses.
• Assess variations and claims including interfacing with various departments (Legal, Engineering, Environmental, Project Management) to understand cause & SPT liability.
• Make commercial recommendations (including risks) to the business to assist with the decision-making process with respect to variations and claims.
• Prepare & recommend to the Project Manager a value for the contractor final account.
• Compliance with SPEN Integrated management system, required for the professional and efficient delivery of the investment programme, including externally accredited systems for Health and Safety, Environmental and Quality management.
• Assess how the QS functions operationally and proactively submit proposals for improvement.

• Support the Commercial & Tendering Manager in the Commercial delivery of the Regulatory Reporting Pack (RRP) in support of SP Transmission submission to Ofgem.
Dimensions

• Up to 5 contracts ranging in value from £500k to £50m.
• Managing contracts and commercial performance through the lifecycle of the project, typically 2-3 years.
• Direct reports as allocated (approximately 7 QS’s per team).
• Managed and supported by Commercial & Tendering Manager.
Skills, Knowledge & Experience

Idea
• A minimum of 10 years QS experience within either Civil Engineering or Utilities Sector.
• Ideally possess a degree in Quantity Surveying, Commercial Management or similar, or HND/HNC of a relevant subject.
• Ideally a member of associated professional body i.e., MRICS.
• Significant QS Experience within the engineering & construction sector including managing a team.
• Experience working on NEC, FIDIC & D+C Forms of Contract.
• User of CESMM3/4 and any other standard Method of Measurement.
• Finance procedures within SP Energy Networks.
• Microsoft Office user.
• CCNGS or similar Safety Passport accredited scheme.
• Awareness of construction legislation.

• Advise strategy for the avoidance of commercial risk and propose suitable mitigation to team solutions.

Collaborate with the following to gather task information to manage contract costs, mitigate impact of claims and variations
• Commercial & Tendering Manager.

• Design teams across the delivery units.

• Legal.

External
• Collaborate with Contractors & Suppliers to influence financial outcomes in relation to contractual matters.

Special Requirements (not mandatory)

• Member of the Royal Institute of Chartered Surveyors or similar

Criteria

• Ideally possess a degree in Quantity Surveying, Commercial Management or similar, or HND/HNC of a relevant subject.
• Significant experience of QS in a construction environment.
