Senior Manager - Commercial Governance & Compliance

Morson Talent are delighted to offer an opportunity for an experienced Senior Manager to join our client’s established team in Bristol for work associated with Europe’s largest construction/infrastructure Project in Somerset. This 6-month assignment will require a high level of knowledge and expertise in the execution of process/procedural governance and compliance within a large Project setting. Our client needs the incumbent to have a clear understanding of the ‘Golden Thread’ concept and be able to implement this methodology. Background:

  • The Supply Chain Directorate is the team responsible for all non-IT related procurement, contract management, contract closure, and supply chain relationship management on the Project.
  • This role sits within the Directorates’ Client function, whose purpose it is to provide strategic commercial oversight and intelligence to support delivery for the entirety of the Supply Chain lifecycle. This includes verifying that the Directorate has the right people, processes, and systems in place to deliver what’s needed, and delivering compliance and assurance on the processes and systems that are being used. The team is also responsible for putting in place ways of communicating and engaging, both internally and externally, across the Supply Chain and for using data and information to create intelligence which can be used in everyday operations to drive improvement.

  • The Senior Manager (Commercial Governance & Compliance) is accountable for the day-to-day activities associated with making sure that the Supply Chain Directorate on the Project has in place clear processes, procedures, and governance that are well managed, aligned, and easily accessible for end users. It is also accountable for making sure that there are clear processes in place for managing contract baseline documents and any changes to them, and that these processes are complied with and effective.

Activities

  • Owning key Governance documents (e.g. the Supply Chain Service Catalogue, and Supply Chain Management Policy) on behalf of the Supply Chain Director – ensuring these documents remain up to date and are effectively implemented.
  • Working across the wider Project to make sure that commitments made in key governance documents (e.g. Supply Chain Management Policy) are being delivered, and that this can be evidenced if required.
  • Making sure key documents are aligned – being clear on the purpose of each and preventing duplication and discrepancies.
  • Working with others across the Supply Chain Directorate to make sure that their responsibilities are accurately reflected in the above key documents, and that they are managing and assuring the delivery of these services.
  • Proposing, making, and embedding amendments to the processes, procedures and governance arrangements on behalf of document owners (director level) – including engagement with technical experts and other stakeholders to obtain approval before implementation of changes.
  • Oversight of the day-to-day work required to manage contract baseline documents – including making sure that documents are reviewed by owners within agreed timescales, and that the process to change documents is fit for purpose and complied with.
  • Tracking delivery of actions identified for improvements to the Governance Framework, and following up on these actions to make sure they are closed out in a timely manner.
  • Ownership of the Supply Chain Directorate Requirements Register and associated management process – including leading periodic reviews and monitoring delivery of action plans to implement requirements into Governance.

Knowledge, Skills, Qualifications & Experience:

  • A track record of managing Governance (writing documentation, reviewing documentation, ensuring alignment of documentation), preferably within a nuclear and/or major programme environment.
  • A track record of action tracking and monitoring – particularly where action owners are those in senior roles.
  • Track record of a structured and diligent approach to reviewing work and identifying issues.
  • Good understanding of the UK regulatory framework.
  • Basic understanding of NEC & FIDIC forms of contract is desirable.
  • Basic understanding of corporate legal requirements is desirable.
  • Ability to work with subject matter experts to take complex information and effectively distil this into key requirements for implementation.
  • Ability to engage with individuals at all levels – including holding senior members of staff to account for actions.
  • Excellent communication skills.
  • Active problem solver who can understand the wider strategic context and is prepared to take ownership and work autonomously.
