We are looking for an Operational Safety Specialist to join our team at the Capenhurst site. In this role, you will be responsible for providing expert advice, guidance, and oversight to ensure safety standards are consistently met throughout all operations at Capenhurst, aligning with the level of risk in each operation. This will cover all life-cycle phases, including projects, construction, commissioning, operations, and decommissioning. Your key responsibility will be to enforce and ensure adherence to safety arrangements, fostering a culture of safety while escalating any shortfalls to senior management.

What you’ll do:
Operational Oversight and Performance Review:
- Attend routine meetings to assess operational performance and authorise work based on satisfactory performance.
- Adopt, revise, and endorse Hold Point and Quality Plans to ensure proper implementation in line with the lifecycle phase and the operator’s range of activities.
- Engage with stakeholders involved in the Hold Point and Quality Plans, ensuring clear understanding of roles and responsibilities.
- Support and validate the competency assessment of SQEP persons and Duly Authorised Persons.
- Competency assess UUK (Deputy) Shift Managers regarding the control and supervision of operations.
Safety and Compliance Management:
- Ensure the requirements of Safety Cases are adequately implemented across all activities.
- Oversee the Annual Reviews of Safety Cases and ensure Long-Term Periodic Reviews are delivered on schedule.
- Review and monitor plant maintenance schedules to ensure safety case requirements are met.
- Define and document Hold Points and Quality Plans to control nuclear safety-related activities, ensuring prerequisites are met before authorising work.
- Conduct readiness reviews to confirm proper radiological and safety assessments are made, ensuring work is adequately controlled with suitable documentation.
- Issue and record the release of Hold Points and Quality Plans upon successful completion of readiness reviews.
Audits and Inspections:
- Review and challenge annual audit, inspection, and self-verification programmes in operational areas, monitoring compliance with Capenhurst arrangements.
- Conduct audits and inspections of operational activities in accordance with the Nuclear Site Licence, environmental permits, and other safety requirements.
- Document and disseminate findings from audits and inspections, agreeing on actions with tenant representatives and tracking completion through performance indicators.
What You’ll Need to Thrive in This Role
- Intelligent Customer Experience: Knowledge of large construction projects and operational facilities in highly regulated industries, particularly in nuclear and chemical environments.
- Regulatory and Stakeholder Interaction: Experience interacting with regulatory bodies, various levels of management, and stakeholders to ensure safety and compliance.
- Change Management and Safety Improvement: Proven track record of driving safety improvements and influencing change in complex operational environments.
- Strong Leadership and Communication Skills: Ability to plan, coordinate, and communicate effectively across all levels of the organisation—from senior leadership to technicians. Capable of delivering difficult messages clearly and effectively.
- Collaborative Approach: Ability to seek, provide, and receive advice and challenges constructively, collaborating to find solutions.
- Confidence in Challenging Decisions: Comfortable questioning decisions at all levels to ensure safety and compliance.
- In-depth Knowledge of Capenhurst Arrangements: Thorough understanding of the site’s compliance with its Nuclear Site Licence, environmental permits, security requirements, and asset protection.
- Expert in Safety Cases: Detailed knowledge of the production, implementation, and maintenance of fit-for-purpose Safety Cases.
- Hazard Awareness: Deep understanding of the potential hazards associated with site operations and ongoing tenant activities.
- Comprehensive Understanding of Nuclear & Chemical Projects: Thorough knowledge of all phases of complex nuclear and chemical projects, from initiation to routine operation.
