Commercial Manager

12 month contract
Hybrid working- 3/4 days in office and rest from home

Our client delivers a significant number of renewals and enhancements to keep their transport network operating efficiently. The Commercial Manager will lead the commercial management within the client’s Programme Management Office (PMO) to ensure the successful delivery of their programme and provide a comprehensive, accurate, and value-driven service.

The role covers all aspects of commercial management, leading programme cost tracking and budget management, and proactively providing guidance and advice to project teams on contract management while ensuring compliance with internal and external standards and procedures.

Key Accountabilities
Responsibilities include (but are not limited to):

Lead and deliver all aspects of commercial management from the inception of a project through to completion.

Actively support the Projects team and manage commercial staff on technically complex projects.

Prepare and manage project budgets, cost forecasting, monitoring project costs, and implementing cost control measures to ensure projects stay within budget.

Monitor, document, and report upon contract progress and performance indicators.

Support and advise on contracting strategy for the projects.

Develop and implement effective management processes and systems throughout the project lifecycle.

Support on contractual issues and negotiations.

Change control management in line with contract framework requirements, including tracking and documenting changes, administering early warning provisions, and negotiating contractual change.

Prepare written communication materials and formal reports.

Complete audits of supplier obligations to ensure they are being carried out in accordance with contractual requirements.

Support regulatory requirements associated with managing contracts, to ensure compliance with legislation.

Measurement of Performance (KPIs):
Projects delivered in full compliance with the clients Project Management System (PMS).

Programme delivered in line with business objectives with accurate cost management and financial reporting.

Effective contracting strategies demonstrating value and administered accurately.

Person Specification
Knowledge, Skills and Experience:
Proven experience in Cost and Commercial Management/Quantity Surveying field.

Experience of undertaking cost/commercial management within a construction environment, preferably within the UK rail sector.

Experience in procurement and contract management, including NEC 3/4 contracts.

Strong negotiation, communication, and stakeholder management skills.

Degree in Quantity Surveying, Commercial Management (or equivalent).

Accredited to MRICS (or equivalent) or working towards accreditation.
