Our client is a European turnkey provider of Development and Construction services, specifically within the low carbon and green hydrogen markets.
Due to continued growth, they are now looking to recruit a HSE Manager to oversee all matters related to health, safety, environment and industrial risks for the UK business.
Report to the UK Technical Director you will work in close coordination with the European HSE and Industrial team
As HSE manager, your tasks will be to:
- Implement the HSE policy, drawing on those of the Group as well as international norms and standards,
- Guarantee the application of policies and procedures by ensuring with managers and employees that they are applied in terms of quality, hygiene, safety and the environment,
- Be responsible for health and safety reporting,
- Propose continuous improvement action,
- Validate the procedures and tools related to safety and the environment on site (on-site safety instructions, operating and maintenance procedures, emergency and safety procedures
- Monitor projects under construction and operation at HSE level,
- Conduct or coordinate HSE audits on the various sites and ensures control of subcontractors,
- Ensure comprehensive Risk Assessment Method Statements are conducted for site visits.
- Conduct, update, and maintain various risk assessments to ensure a safe working environment.
- Communicate on knowledge of the risks (ATEX) and issues related to the operation of installations transporting hydrogen,
- Identify training needs related to safety,
- Participate in the start-up of installations (commissioning),
- Participate in the identification of ways to improve safety during the operation and maintenance phase,
- Identify HSE events (KPI), formalize the REX, the root cause analysis and proposes improvement actions,
- Provide industrial purchasing with the HSE criteria to be integrated into the choice of suppliers and participate, upon request, in the evaluation of suppliers,
- Participate in the analysis of environmental risks,
As the process safety and industrial risks manager, your tasks will be to:
- Serve as the focal point for process and technical safety aspects across multiple projects in the UK
- Participate in (and lead when required) design reviews, safety reviews and risk analysis reviews in the engineering phase (HAZID, HAZOP, SIL)
- Lead the technical safety studies for internal Pre-FEED’s. This includes the development of reports such as (but not limited to):
- Failure Modes, Effects and Criticality Analysis (FMECA)
- Reliability, Availability and Maintainability Study (RAMS)
- HSE Management Plan
- HSE Design Philosophy
- Isolation Philosophy
- Quantitative Risk Assessments (QRA’s)
- Conduct and prepare (as required) site assessment reports to ensure suitability of land from a HSE perspective.
- Manage, review, and approve subcontractor process safety deliverables.
- Evaluate the relevance of the mitigation measures put in place to control the risks of fire and explosion linked to the use of hydrogen,
- Define the requirements, applicable standards and partners relating to security on projects,
- Monitor compliance with local regulation,
- Manage relations with administrative authorities through liaising with the UK HSE and the environmental authorities to attain the relevant permits
- Carry out regulatory monitoring linked to local regulations and the safety of hydrogen installations,
- Monitor technologies and good practices for assessing and controlling risks on similar installations,
- Ensure compliance with CDM 2015 Regulations and manage safety in construction activities
- Participate in equipment reviews (FAT, SAT),
- Identify development topics (with R&D or external partnership) to improve installations in terms of safety (leak prevention, rapid detection, etc.),
- Monitor test campaigns on security topics,
- Participate in working groups relating to safety subjects of the various reference organizations (e.g. Hydrogen UK)
Experience & Qualifications:
- Experience of at least 10 years in the field of industrial risks / Process Safety
- Degree qualified or a minimum of a NEBOSH Diploma (level 6)
