Portfolio Resource Planner

Purpose
The Portfolio resource planner is responsible for developing an optimal resource plan ofthe functional teams across the full portfolio of projects. Advising the leadership and management with short to long range capacity planning including resource availability, resource constraints and utilisation.

Supervision
Exercised: Planning guidance to stakeholders on contractual programmes, scope management, Risk
and claims. Team leader of project schedulers.
Received: Direction from the PMO Manager and Project Portfolio Committee.
Meet insight and support requests from Functional leads and managers

Main Duties and Responsibilities
• Supervise a team of project schedulers to deliver on their responsibilities.
• Apply project prioritisation to sequence of planned resource activities.
• Optimise resource allocations.
• Maintain the roles and resources data.
• Maintain project data and timesheet approvers.
• Maintain cost data.
• Levelling resources and activities whilst meeting contractual dates.
• Prepare planning scenarios and report.
• Manage the workspaces and projects list for effective planning and reporting.
• Support the portfolio committee with portfolio planning and advisory.
• Support as required in project recovery plans.
• Ensure each project is setup in OPC with the governance and controls in place.
• Ensure the RAID logs are initiated at Tendering.
• Provide insight and assurance on governance and controls of the project portfolio enterprise.
• Conduct planning requirements in respect of change orders and change requests.
• To identify opportunity and risk during the programming process, and to ensure early warning systems exist on individual projects for schedule deviations to be notified at the earliest possible time for remedial action by Project Management.
• Support project stakeholders with the risk register and time risk allowances.
• To ensure allocated tenders and projects are planned to meet milestones and cost targets.
• To use effectively all software, techniques and equipment as assigned to individual proposals and projects.
• To assist in developing and modifying project planning techniques, with the objective of improving the Project Managers’ ability to control the project programme costs and to manage resources to meet contractual deadlines.
• To provide guidance and support to Trainee Planners or other members of the department as may be requested from time to time.
• To comply with all Health and Safety responsibilities commensurate with the role, as outlined in the Health and Safety policy.
• Any other duties commensurate with the position as may be assigned from time to time.

Qualifications and Experience
• A formal qualification (HNC or equivalent or above) in a relevant discipline
• A degree or equivalent level qualification in a relevant engineering, project management or operations management discipline
• Practical demonstrable experience commensurate to the level of the role within the manufacturing industry or engineering sector
• Proven experience with resource planning
• Experience in a project portfolio enterprise environment
• IT literate with an ability to use a wide range of IT packages including Microsoft Office, Primavera cloud, Power Bi
• Ability to work effectively as part of a multidisciplinary team and integrates well into a team environment
• Confident interpersonal skills
• Professional approach with strong attention to detail
• Good organisational skills and ability to work under pressure and to deadlines
• Good communicator, able to deal with people at all levels, both verbally and in writing
