Bus Procurement Manager

As we launch a bold and forward-thinking new bus franchise model, we are seeking an experienced Procurement Manager with specialist knowledge in bus procurement and fleet acquisition to join our dynamic team.

Role Overview
As Procurement Manager, you will lead on the strategic procurement and contract management of buses and related assets for the franchise. Your role will ensure high-quality, compliant, value-for-money procurement processes that support operational readiness and long-term sustainability of the bus network.

Key Responsibilities
Lead the end-to-end procurement process for buses, including drafting specifications, tendering, evaluation, and supplier negotiations

Work closely with engineering, operations, finance, and legal teams to develop robust technical and commercial requirements

Develop and manage strategic supplier relationships to ensure delivery, compliance, and innovation

Support the transition to low- and zero-emission vehicles in line with environmental goals

Ensure all procurement activity complies with UK Public Contracts Regulations and internal governance

Monitor and manage contracts and supplier performance against KPIs and SLAs

Provide expert procurement advice to senior stakeholders across the organisation

Maintain accurate documentation and reporting for audit and assurance purposes

About You
Essential Experience:

Proven experience managing procurement of buses or large vehicle fleets (public or private sector)

Strong knowledge of public procurement regulations and frameworks (e.g. PCR 2015)

Experience of drafting and evaluating complex tenders, ideally within a franchising or regulated environment

Strong commercial acumen and negotiation skills

Demonstrated ability to manage supplier relationships and performance

Desirable Experience:

Experience supporting the launch or transition of a new transport franchise or operational model

Familiarity with zero-emission or electric vehicle procurement

Knowledge of bus manufacturing and operational considerations
